The payroll conversion is on target.  We have completed the testing in the test module and have started updating the necessary information into live so we can begin running tests for the entire employee population.  We will update the live accounts and then copy them over to the test account to run the full payroll in the test account with all employees.  This will also allow for the accruals to be tested at the same time.

 WHCCD Risk Management Committee

1)   The Risk Management Committee recently welcomed three new member positions to the committee and the district's employee Injury & Illness Prevention Plan (IIPP) has been revised to reflect this change.  The new members were added to reflect the district’s increasing number of employees in these locations and programs.  The WHCCD Risk Management Committee assists the district’s IIPP Program Administrator – Vice Chancellor Business Services and serves in an advisory capacity and:

  • exercises oversight over all district health and safety programs at the district, college and centers
  • assists in the development of safety policies, regulations, site-specific job hazard assessments, inspection techniques and schedules, review and analysis of accident reports
  • makes recommendations with regard to elimination of safety hazards or unsafe practices
  • assists in conducting periodic on-site safety inspections,assist in development of in-service safety training programs and/or their use
  • assist in review and selection of literature and other material suitable for distribution throughout the district to assist in training or advertising the IIPP, distribute/share safety posters, films, pamphlets, accident data and other safety and health information with college campus safety committees and departments
  • assists in developing a budget for implementation of the IIPP
  • establishes permanent or ad hoc subcommittees, task forces from among its membership, or otherwise, as deemed useful in carrying out its charge

2)   The Valley Insurance Program-JPA has issued a Safety Advisory for Heat Illness: 

 

Cal/OSHA mandates employees and supervisors should know the signs and symptoms of heat illness. 

 

Employees who regularly work outside should avoid caffeine, alcohol and soda.  They should have plenty of cool, drinkable water.  The standard requires at least four cups of water per hour per employee.  Supervisors should encourage employees to start drinking at the beginning of the shift and periodically during the shift.

 

Heat illness can start with a headache, muscle cramps and unusual fatigue.  Heat illness can come on suddenly and quickly and become a life-threatening condition.  Tell employees if they start to feel sick at any time while working outdoors, they should get out of the heat immediately and report it to their supervisor. 

 

It is important for employees to watch out for each other and to use a buddy system.  Someone suffering from heat illness may not recognize the symptoms. If employees notice signs of heat illness in a coworker, they should get the person out of the sun immediately and notify a supervisor. Get emergency medical assistance immediately.  Call 911. Signs of serious heat illness include:  unusual behavior, nausea, vomiting, weakness, rapid pulse, excessive sweating or hot dry skin, seizures, fainting and loss of consciousness.

At the last CSEA chapter meeting it was decided to change the June meeting. The June meeting will be on Saturday, June 21 at the city park in Lemoore. CSEA will provide the tri-tip, hamburgers and hot dogs. Please bring your favorite side dish and join in on the fun and good food. More details to follow. Financial aid is are gearing up for the 08-09 school year. The Web page has been updated with current 08-09 documents. New and returning students are stopping by and sending in paperwork every day. Lemoore, Coalinga and NDC are working together to get a financial aid newsletter started. Hillary Davis and Rebecca Riddle will be attending the Western Association of Student Financial Aid Administrators (WASFAA) in Reno June 8-13.

HUMAN RESOURCES

It has been a busy month in the HR office.  We are excited to say that our classification study and Datatel payroll implementation are underway and coming along quite well.  Our classified staff members have done a wonderful job completing their classification surveys. Now we are just waiting to get those back from the supervisors.

 As you can imagine, implementing a new payroll system is very time consuming and takes a lot of work.  We have been working diligently along with the payroll team to make sure our system is up and running by January 1, 2009.  We have been running tests in Datatel to assure a smooth transition, but we also understand there is no such thing as a perfect system.  We are anticipating errors and troubleshooting scenarios in an attempt to make this as easy for employees as possible.  Hopefully, the only difference you will notice is the name of WHCCD on your paycheck rather than Fresno County Office of Education. 

Just a reminder – with summer approaching, many employees are planning vacations.  Though the HR office can tell you your leave balances, you can look those up on My West Hills.  Have a great summer!

We have successfully changed our network domain name.  The process went off without too many hitches.  We expect to spend the next couple of weeks cleaning up all the little issues/problems caused from the change.  As soon as the network settles down, we plan on deploying Office 2007 to all faculty and staff.  Look for some training materials to come in your email.  Office 2007 will be deployed to all the student computer labs between summer and fall semester.

 

The portal project is moving along well.  We are scheduled to release the portal on July 28.  Watch your email for more information and training schedules.

INSTUTIONAL RESEARCH

Educational Master Plan Update

The Office of Institutional Effectiveness is currently working on the second draft of the Educational Master Plan (EMP). The second draft of the EMP will include new data from the recently completed 07-08 academic year. Also, it will include new data on basic skills and student transfers. A meeting to review the second draft will be scheduled on Monday July 28. 

 

California Partnership for Achieving Student Success (Cal-PASS) Update

We continue to make progress with our feeder high schools participation into the California Partnership for Achieving Student Success (Cal-PASS). About half of our feeder high schools have submitted memorandums of understandings to share data with WHCCD.  The state is requiring all high schools that receive Perkins funding to participate in Cal-PASS by 2011. This is an important move by CA to establish a student tracking system from K-12 to post-secondary. The system will provide important data to identify curriculum and alignment issues between K-12 and post-secondary education.

 

WHCCD to Host Central Valley Research and Planning Meeting

On Thursday, June 19, we will be hosting the Central Valley Research and Planning Group meeting. This meeting is composed of Central Valley community college researchers. The purpose of this meeting is to discuss issues and share solutions among community college researchers. Some of the topics on our agenda include developing an educational master plan, linking program review into college planning and data reporting solutions. The meeting will take place at WHC Lemoore.

 

West Hills Customer Information Support Team (WHCIST)

The West Hills Customer Information Support Team is a district-wide committee whose purpose is to optimize our use of technology. The team is composed of leaders from each of the five subcommittees and instructional and student services deans from each of the colleges. Members review technology concerns, modifications and solutions. Since its inception, the committee has coordinated the completion of over 80 projects district-wide. WORKFORCE DEVELOPMENT

In May we received final approval from the California Board of Registered Nurses to start the RN program at West Hills College Lemoore.  We also brought aboard Charles Freeman to serve as the director of the new RN program.  As you may have read in the local newspapers, Charles Freeman has 30 years experience in hospital nursing and nurse education.   He has served as assistant director and department chair of the Fresno City nursing program.  The addition of the RN program provides a valuable opportunity for individuals who are seeking high-demand, high-paying careers in health care. 

 

The Westside Institute of Training, a collaborative venture between WHCCD, the cities and school districts in Firebaugh, Mendota and San Joaquin is wrapping up the first year of operation.  Initial data shows that more than 200 individuals have participated in various job trainings such as trucking, welding, janitorial, forklift, security and maintenance mechanic.

 

Speaking of maintenance mechanic, nearly 50 people have participated in the industrial maintenance mechanic training with 90 percent employment rate.  Both employers and students are asking for the next level of training.  Richard Larson and Clint Cowden have been working hard to get the existing not-for-credit training converted to for-credit training.  Also Richard and Clint, along with David Castillo, Edward Henderson, Leonard Bass and Tim Baker are working with employers to develop the next level of training.   With the Central Valley being one of the largest producers of food products, this training is highly sought after by industry to help meet their growing workforce needs.
